Town Council Meeting Minutes
January 14, 2019
The Gilbert Town Council met on Monday, January 14, 2019, with Mayor Donnie Cason and Councilmembers Monti Caughman, Nancy Harmon, and Mark Sanders present. Guest present was Resident Deputy Jaimie Gwyn.
Mayor Cason welcomed everyone, Councilman Sanders led prayer, and the Pledge of Allegiance was recited by all.
COMMUNITY INPUT: None.
MINUTES: Councilman Sanders made a motion to approve the October minutes as distributed. Councilmember Harmon seconded the motion and it carried.
FINANCIAL REPORT: Mrs. Derrick distributed the financial report. The total accounts balance was $388,853.03. Mrs. Derrick asked about the CD maturing at the end of the month and this will be deposited in the Ameris Bank CD.
UPDATES:
ROADS: Mayor Cason stated SCDOT continues to work on potholes.
UTILITIES: Councilmember Caughman stated she did talk with Mr. Crout but she has heard nothing.
BEAUTIFICATION: Nothing to report.
MAINTENANCE: Mayor Cason stated we had two leaks in our building and Councilman Sanders and Mr. Harold Taylor are handling this. If this is not corrected, Mayor Cason will get involved then. Councilman Sanders stated he got a call from the school regarding Mr. Kyle Rankin and he told him things were good. Also the rocks that were put on the side of Main Street to fix the area that had washed out are washing out themselves. Mayor Cason talked with SCDOT and asked them to come back and put asphalt in the area.
SPECIAL EVENTS: Mayor Cason stated there is nothing until the 4th. Councilmember Harmon questioned the part of the minutes stating that we would revisit the carol lighting after next year and Mayor Cason stated next year is our 30thand we were just concerned since we only had one group sing this year. We will have the students sing after the pastor speaks in the future in order to have them present for the speaker and to maintain order.
ZONING AND PLANNING: Mayor Cason stated the old house on Peach Festival is falling in more and we still do not know who owns the property. Planning Commission will meet for their first meeting of the year on February 7th.
RESIDENT DEPUTY: Deputy Gwyn stated all is quiet in town.
DEPOT: Councilmember Harmon stated she talked with Ms. Fouste and there is a window rotting out and there is grass growing in it. Mr. Derrick will look at this.
VETERANS’ MONUMENT: Nothing to report.
OLD BUSINESS:
SECOND READING OF AN ORDINANCE RENEWING A NON-EXCLUSIVE FRANCHISE AGREEMENT AND ORDINANCE WITH SCE&G TO PROVIDE ELECTRICAL SERVICE WITHIN THE TOWN OF GILBERT: After some discussion, Councilman Sanders made a motion to give this second reading approval. Councilmember Caughman seconded the motion and it carried.
SECOND READING OF AN ORDINANCE RENEWING A NON-EXCLUSIVE FRANCHISE AGREEMENT AND ORDINANCE WITH MID-CAROLINA ELECTRIC COOPERATIVE TO PROVIDE ELECTRICAL SERVICE WITHIN THE TOWN OF GILBERT: Councilman Sanders made a motion to give this second reading approval. Councilmember Harmon seconded the motion and it carried.
WEBSITE: Councilmember Caughman stated she has talked with Mr. Amick and he is working on this and needs more information from us and she will get this request from him to Mrs. Derrick. Mayor Cason shared his welcome information with Council. She has given him lots of information.
EMPLOYEE MANUAL: Mayor Cason sent this to the attorney with the Municipal Association to look at and make recommendations. He copied this for all Council. He did make some recommendations and these were shared with Council. It will be necessary for the employee to sign the page stating he received the manual and this sheet will be placed in the employee’s file. Councilmember Caughman made a motion to accept the amended manual; Councilmember Harmon seconded the motion; and it carried.
ELECTION: Mayor Cason reminded Council of the election to be held on April 9thfor two Council seats – Councilmember Harmon and Councilman Reeder. Mrs. Derrick stated the books will be open from February 1, 12 noon, until February 11, 12 noon. You must go to Lexington to sign up and you must do the ethics form related to being a candidate and the one after the election.
ETHICS FORMS: Council was reminded that these must be done by March 31st.
GOALS & PLANNING MEETING: Council felt this would be very beneficial and Mayor Cason will invite Planning Commission and will check with Mr. Shacker to see when will be convenient for him.
NEW BUSINESS:
LEXINGTON COUNTY ANIMAL CONTROL ORDINANCE 18-21 AMENDMENT: Mayor Cason stated he called to see if it was mandatory that we sign this and was told yes. All Council received a copy of this (attached). This will be on the agenda for next month. Councilman Sanders made a motion to give this first reading approval. Councilmember Caughman seconded the motion and it carried.
OTHER BUSINESS:
CORRESPONDENCE: Mayor Cason stated he received an e-mail about Lexington Municipal Association meeting on January 24th. He plans to attend.
He also stated there was an e-mail about a meeting on January 29that 1:00 in Council chambers in Lexington about infrastructure expenses. He will try to attend this one as well.
There was an invitation received for the Senior Show.
There being no further business, Councilmember Caughman motioned to adjourn.
