March 2019 - Town Council Meeting Minutes
/The Gilbert Town Council met on Monday, March 11, 2019, with Mayor Donnie Cason and Councilmembers Monti Caughman, Nancy Harmon, and Mark Sanders present. Guests present were Resident Deputy Jaimie Gwyn and Mr. Kenny Garcia.
Mayor Cason welcomed everyone, Councilman Sanders led prayer, and the Pledge of Allegiance was recited by all.
COMMUNITY INPUT: None.
MINUTES: Councilmember Caughman made a motion to approve the February minutes as distributed. Councilman Sanders seconded the motion and it carried.
FINANCIAL REPORT: Mrs. Derrick distributed the financial report. The total accounts balance was $393,346.41.
UPDATES:
ROADS: Mayor Cason stated he has learned that Peach Festival Road is scheduled to be repaved this summer. Councilmember Caughman stated she went online and reported the pothole in front of her house and they were there the next day to repair it.
UTILITIES: Nothing to report.
BEAUTIFICATION: Councilmember Caughman stated she and Mr. Taylor talked about the flowerbeds and he may have to make some repairs before planting. He can do this whenever he is ready.
MAINTENANCE: Councilman Sanders stated they have been here to look at the roof. Mayor Cason stated he may need to contact Mr. Taylor about this and the new roof on the Main Street structure.
SPECIAL EVENTS: Nothing until the 4th. Councilmember Sanders stated they will have Easter Sunrise Service in the park at 7:00 a.m.
ZONING AND PLANNING: Chairman McGinty was not present but he called Mrs. Derrick to state all members of the Planning Commission plans to attend the planning meeting on March 18th.
RESIDENT DEPUTY: Deputy Gwyn stated all is quiet in town. There are daytime burglaries out of town.
DEPOT: Councilmember Harmon stated the Depot was open this month and Ms. Fouste had called about insulation on the floor and the handrails being broken. We had a squirrel and that hole has been fixed and Mr. Derrick has replaced all handrails.
VETERANS’ MONUMENT: Nothing to report.
OLD BUSINESS:
APRIL ELECTION: Mayor Cason reminded Council of the election to be held on April 9th for two Council seats – Councilmember Harmon and Councilman Reeder are the only two people who signed up.
ETHICS FORMS: Council was reminded that these must be done by March 31st.
PLANNING MEETING: Mayor Cason reminded everyone of the planning meeting on March 18 at 5:00.
WEBSITE UPDATE: Councilmember Caughman stated this is up and running (townofgilbertsc.com). She encouraged Council to review and give feedback.
GREEN HOUSE BATH: There was a communication issue and Ms. Williams was not invited to be present. She will be invited to the next meeting. It was decided that we must have an agreement that they will replace the bathroom if they move out.

CORRESPONDENCE: Mayor Cason stated we got a Ruritan book that has our ad in it. An invitation was received for the dedication of the new Lexington Medical Center on March 21. A thank you was received for the Excellence in Education donation but no one was able to attend. Mayor Cason received an invitation to deliver Meals on Wheels and he will try to do this.
Councilmembers Caughman and Harmon did wait for the high school class but no one came.
Mayor Cason stated we will start looking at the 2019-20 budget next month and will take any recommendations at that time.
There being no further business, Councilmember Caughman motioned to adjourn.
